Every month, new channel gets approved by the C.R.T.C.. Channel Canada begins a new series of article that will highlight new additions as well as other related broadcasting decisions made by the C.R.T.C..

The Gaming TV Network

Applicant(s): Bhupinder Bola, on behalf of a corporation to be incorporated
The proposed service would be dedicated to live and taped gaming and gambling events in Canada and around the world. Programming would include features, documentaries, short films, and Canadian original programs about gaming and gambling that would be knowledge-based and entertaining, with a focus on providing unique insights into the daily events of the gaming and gambling world and its participants.
Vrak Junior
Type: National, French-language Category 2
Applicant(s): Astral Broadcasting Group
The applicant proposed to offer a service dedicated to programming for children aged two to six years, except between 9:00 p.m. and midnight when the schedule may include programs of interest to parents of pre-school children.
Senior’s Lifestyle Channel (SLC)
Type: National, English-language Category 2 specialty
Applicant(s): FiftyPlus Television Network Limited (FiftyPlus)
The applicant proposed to offer a service that would be devoted to all aspects of an active retirement lifestyle with distinct streams of programming for Canadians over the age of 50. Original Canadian programming would include talk, open-line and information programs on topics such as grand-parenting, mature second relationships and second careers as well as on consumer, health and legal issues of particular relevance to seniors, food programs that target one or two-person households with heart-healthy and diabetic-friendly fare, and exercise programs tailored to the diversity of seniors’ physical needs. Other programming would include rock and roll music of the 50’s through the early 80’s along with comedy, drama, movies and documentaries; each program created or selected to inform, challenge, motivate and engage mature Canadians in healthy and fulfilling lifestyles.
World Music Television
Type: National, English-language Category 2 specialty
Applicant(s): MVBC Holdings Ltd.
The applicant proposed to offer a service that would be devoted solely to music videos with a focus on world beat and international music, as well as entertaining, informational and instructional programming exploring world music traditions in Canada and around the world. The service would also explore the countries from which these musical traditions come.
Boyz Own
Type: National, English-language Category 2 specialty
Applicant(s): The Family Channel Inc. (Family)
The applicant indicated that the proposed Boyz Own service would be devoted to informative and entertaining programming that is sensitive to the development, education and needs of young boys. The programming would focus on issues and activities that are of particular interest to boys between the ages of 8 and 13 years, such as action/adventure, outdoor themes, extreme sports and video games.
National Lacrosse Network
Type: National, English-language Category 2 specialty
Applicant(s): Leland Klassen, on behalf of a corporation to be incorporated
The applicant proposed to offer a service that would be dedicated to the game of lacrosse. Programming would consist of lacrosse news, current affairs programs, instructional, coaching and training workshops, historical events, statistics, insights and analysis of the game, interviews, star profiles as well as some professional and amateur lacrosse games.
Smart Living Television (SLTV)
Type: National, English-language Category 2 specialty
Applicant(s): P. Wayne Soper, on behalf of a corporation to be incorporated
The proposed service would be devoted to advancing the sustainability of the earth, in all of its dimensions and from various perspectives including agricultural, financial, community, ecological and personal sustainability. SLTV would focus on global sustainability interests and trends, conservation, environment and biosphere issues as well as sustainability-based actions related
to personal lifestyle choices, corporate social responsibility, public policies and community planning.
The Horse Channel
Type: National, English-language Category 2 specialty
Applicant(s): Bhupinder Bola
The applicant proposed to offer a service dedicated to horse racing, equestrian events, and coverage of the horse world and industry. Programs would provide knowledge, information and viewpoints related to the horse sporting industry, and include commentary and analysis as well as features of interest from the horse racing industry and news items dedicated to horse racing matters.
Soccer Television
Type: National, English-language Category 2 specialty
Applicant(s): Telelatino Network Inc.
The applicant stated that the service would consist of programming devoted to soccer. The programming provided by the service would include both amateur and professional soccer matches as well as educational and instructional programs that would be designed to teach soccer enthusiasts all aspects of the game. It would also include news and information programming relating to soccer and the business of soccer, as well as documentaries, movies, commentaries, interviews and fan forums, training and conditioning shows, and other programs that involve the participation of soccer athletes.
RCS Television
Type: National, English-language Category 2 specialty
Applicant(s): Telelatino Network Inc.
The applicant proposed to offer a service that would be devoted to rugby, cricket and soccer. The programming provided by the service would include both amateur and professional rugby, cricket and soccer matches as well as educational and instructional programs designed to teach rugby, cricket and soccer enthusiasts all aspects of the games. In addition, the programming would include news and information programs relating to rugby, cricket and soccer and the business of rugby, cricket and soccer, as well as documentaries, movies, commentaries, interviews and fan forums, training and conditioning shows, and other programs that involve the participation of rugby, cricket and soccer athletes.
Equestrian Planet
Type: National, English-language Category 2 specialty

The applicant proposed to offer a service that would consist of programming dedicated exclusively to all things equestrian, including coverage of the horse world and industry, equestrian events and horse racing.

Télévision éducative Cookie Jar

The applicant proposed to offer formal educational programming. Programming would generally consist of core educational programs and interactivity or education through interaction, in areas such as, but not limited to, language, mathematics, science and technology. This core curriculum programming would be consistent with prevailing educational standards established by competent educational authorities from time to time. The educational programming would place significant emphasis on interactivity and would be directed at a target audience of children from pre-kindergarten age to grade 6 and their teachers, educators, parents and caregivers. Approximately 65% of the programming would target children from pre-kindergarten to grade 6 and their teachers and educators. Approximately 35% of the programming would target parents and caregivers of these children and would include programming such as expert advice, activities and homework, among others. Overall, the programming broadcast by the service would focus on curriculum specified strands and/or achievement levels paying special attention to the roles and responsibilities of teachers, educators, parents and caregivers, in addition to the target audience of
children.
Cookie Jar Educational TV

ATN – Asian Sports Network (ASN)

The applicant proposed to offer a service that would be devoted to the game of cricket. The service would broadcast live cricket games from various venues around the world and would showcase local cricket games. It would also broadcast discussions about the game of cricket.

The applicant proposed to offer a service that would provide coverage of cricket games from around the world as well as local cricket games.

NOTES:
The CRTC's approbation of a channel doesn't garantee that it'll be available on your cable or satellite provider anytime soon. In order to commence operation, a number of conditions have to be met. We have spared you individual channel conditions because they all have one or multiple coditions that resembles to the following two:
- A common condition is usually that the applicant has entered into a distribution agreement with at least one licensed distributor. This seems easy but with the limitation some providers have, providers won't add a channel that they don't think they will profit from. This is especially the case for narrowed themed channels. Let's just take the example of one of the channels approved above. The Lacrosse Channel. Who do you think will carry this channel? How many people you know watch or even play Lacrosse? Would it be in the interest of, let's say, Starchoice to add this channel? It's not exactly Canada's favorite sports! However, if they secure an agreement of carriage with a provider and meet other conditions, they will be able to launch.
- A channel must be operational within 36 months (3 years) after the approbation of the license unless the applicant asks for an extension to commence operation. This is often the case unfortunatly. At some point, hoever, a final extension is granted. In a lot of cases, the channel never launches.

In the case of the channel approved that are presented at the beginning of the article, do you really think both Equestrian Channel (one in english and one in french) and The Horse Channel will all launch???
Other CRTC decision of interest
The Commission approves the application by Wild TV Inc. to amend the broadcasting licence for the national Category 2 specialty programming undertaking known as Wild TV, in order to allow Wild TV to be available for distribution in the high definition (HD) format. The programming will be the same as that offered on the analog version of the service.
The Commission approves the application by CHUM Limited for an extension of the time limit to commence the operation of the Category 2 specialty programming undertaking now known as Stampede, which was authorized in The Western Channel. This channel was initially requested by Craig Media which sold it's TV assets to CHUM Limited. The channel must begin operation by 16 November 2006.There has been multiple request to delay the start of the operation of this channel. This is the final extension.
The Commission approves the application by MediaNet Canada Ltd.1 for an extension of the time limit to commence the operation of the Category 2 specialty programming undertaking authorized in ITBC Television Canada. The channel must begin operation by 5 December 2006.There has been multiple request to delay the start of the operation of this channel. This is the final extension.
