Long-time broadcasting veteran Charles Allard is back before the CRTC this week with a unique premium television offering.

"Our application is based on the premise Canadians want something new - not the same programming offered in pseudo-high definition. Our commitment is to programs made by Canadian producers with true HD technology," said Charles Allard, Allarco Entertainment, President and CEO. "To make sure that happens we will provide additional funding to producers on top of regular fees and financing."

The Allarco offering is highly unusual! It includes $1 million per year for serious marketing of Canadian programs; and a commitment to reinvesting 100 per cent of profits in programming, and regardless of profits - 32 per cent of revenues annually. In addition one channel will be completely dedicated to promoting and airing Canadian stories.

For Canada's independent producers Allarco offers more unique proposals - upfront payment of fees so funding is available while a production is being made; a minimum $2 million per year in script and concept development; and absolutely no in-house productions.

"Allarco's commitment is to the Canadian production community and the stories it tells. We trust Canadian producers know how to do that and will support them with funding and by not creating even more competition by setting up our own in-house production operations," said Allard.

In a final touch to creating a Canadian face, Allarco will name a senior programming developer in each province to champion local productions.

Allarco Entertainment will be appearing before the Canadian Radio-television and Telecommunications Commission Oct. 25 and premiering Silicon X-tal (Crystal) Reflective Display (SXRD(TM)) technology delivering full 1920x1080 high-definition resolution.

This channel has yet to be approved by the CRTC.
